Description Patsy, the dog, and his devoted loquacious and penniless mistress, the indomitable Mrs Flanagan, are the innocent cause of a major upheaval in tne affairs of the borough of Baikie. They cost Provost Thomson his political future, open the way to a successful romance between Victoria Thomson and the young idealist whose newspaper exposure of the provost's heartlessness has sensational consequences, involve other parties in various' disturbed relationships, and by no means least, result in a cosy future both for Patsy and for Mrs Flanagan.
